The MEHUR Policy Centre provides transparency and guidance on all rules and procedures governing employment, placement, and conduct under the TIPMAS SYSTEM. All employers and job seekers are required to review and accept these policies upon registration
1. Recruitment Policy
MEHUR LIMITED operates a structured, merit-based recruitment model governed by the TIPMAS SYSTEM. This policy ensures that:
- All job seekers undergo identity verification, skill matching, and background checks.
- Job slot approvals are subject to MEHUR validation based on employer credentials, salary compliance, and contract clarity.
- Every worker is matched based on qualifications, availability, and industry preference.
- Both employers and workers must complete registration and fulfill all payment obligations (registration, commitment, or contributions) before placement is finalized.
Only registered and verified parties can engage in the recruitment process to maintain fairness and quality.
2. Employee Code of Conduct
All workers placed through MEHUR LIMITED are expected to uphold the following professional standards:
- Report to duty on time and fulfil assigned responsibilities.
- Maintain discipline, honesty, and respect toward employers and colleagues.
- Avoid absenteeism, misconduct, or abandonment of duties without notice.
- Follow employer policies, safety protocols, and local labour laws.
- Maintain a positive image of MEHUR and the TIPMAS SYSTEM in the workplace.
Violations may result in disciplinary actions including suspension, deduction of final salary, blacklisting, or permanent disqualification from future placements.
3. Salary & Payment Terms
All salary transactions are managed quarterly via the TIPMAS SYSTEM and governed by the following terms:
- Employers prepay three months of gross salary into the system.
- Deductions include:
- NSSF contributions
- PAYE taxes
- 10% MEHUR System Tax
- Jobseekers pay a one-time Registration Fee and a Commitment Fee calculated at 198.5% of their monthly salary.
Net salary is released to workers at the end of every quarter, provided all job duties are fulfilled and no active disputes or deductions are pending.
4. Probation Rules
All first-time placements are subject to a one-month probation period unless otherwise agreed in the employment contract. During this period:
- The worker’s performance, behaviour, and attendance are evaluated.
- The employer may request a replacement for poor performance with valid justification.
- If terminated during probation, MEHUR may retain a portion of the salary to cover processing costs and re-placement.
After successful probation, the worker is fully confirmed, and quarterly salaries apply.
5. Dispute Resolution Mechanism
MEHUR LIMITED provides a structured mechanism for resolving conflicts between employers and employees. Disputes may include:
- Salary delays or underpayment
- Breach of contract
- Absenteeism or misconduct
- Termination without notice
Resolution Procedure:
- Complaint submitted via the TIPMAS portal
- MEHUR initiates investigation (48–72 hours)
- Both parties are given a fair hearing
- MEHUR issues a resolution, which may include:
- Warning or suspension
- Refund or salary adjustment
- Reassignment or contract termination
All decisions made by MEHUR are binding for both parties under the registration terms.
